Antifaschistischer Impuls Dortmund

Am Morgen des 7. Juli 2012 starb der aus Gambia stammende Ousman Sey im Dortmunder Polizeigewahrsam. Das Dortmunder Antifa-Bündnis kritisiert den Umgang von Polizei und Behörden mit dem Fall.

Zuvor hatte Sey zwei Mal vergebens einen Krankenwagen gerufen, weil er sich schlecht gefühlt hatte. Nach dem ersten Eintreffen diagnostizierten die Rettungskräfte ein Herzrasen und attestierten ihm, noch kein Fall für das Krankenhaus zu sein. Als Sey eine halbe Stunde später erneut einen Krankenwagen rief, litt er Angaben seines Bruders zufolge bereits unter Krampfanfällen. Außerdem begann er angeblich in seiner Wohnung zu „randalieren“, weshalb Einsatzkräfte der Polizei gleichzeitig mit den Rettungskräften eintrafen. Diese attestierten Sey erneut, nicht ins Krankenhaus zu müssen – eine Untersuchung durch den Polizeiarzt in Gewahrsam reiche aus.

In Polizeigewahrsam angekommen, brach Ousman Sey jedoch sofort zusammen und starb laut Angaben der Behörden an einem Atemstillstand. Angehörige und Freunde des Toten äußerten in der Lokalpresse den Verdacht der unterlassenen Hilfeleistung durch die Rettungssanitäter_innen und Polizist_innen aus rassistischen Motiven. Die Leiter von Polizei und Feuerwehr, Norbert Wesseler und Dirk Aschenbrenner, weisen dies erwartungsgemäß strikt zurück. Rassismus habe weder im Rettungsdienst noch in der Polizei einen Platz und beeinflusse keineswegs die Handlungen der Einsatzkräfte.

„Ob die unterlassene Hilfeleistung aus Inkompetenz oder rassistischen Motiven erfolgte – es bleibt dabei, dass hier falsch reagiert wurde“, so Hannah Piehl, Pressesprecherin des Dortmunder Antifa-Bündnisses. “Es muss geklärt werden, was die Einsatzkräfte von Polizei und Feuerwehr zu einem Vorgehen bewogen hat, dem ein Mensch zum Opfer gefallen ist”.

“Die Aussagen, in Rettungsdienst und Polizei gäbe es keinen Rassismus, können wir jedoch nur als Schutzbehauptungen abtun”, erklärt die Pressesprecherin. „Deutsche Polizist_innen handeln täglich rassistisch. Durch die gängige Praxis des sogenannten „Racial Profiling“ rücken Schwarze unabhängig von ihrem Verhalten in den Fokus von Polizeikontrollen und erfahren so immer wiederkehrende institutionelle Diskriminierung. Diese ist nicht nur für die ständig wegen ihrer Hautfarbe kontrollierten Menschen diskriminierend, sondern sie verfälscht zudem durch höhere Überwachung dieser Personengruppe die statistische Häufigkeit von Straftaten in dieser. Darüber hinaus ist der Fall des 2005 im Dessauer Polizeigewahrsam verstorbenen Oury Jalloh ein bundesweit bekanntes Beispiel für den tödlichen Rassismus in den deutschen Polizeibehörden.“

Hannah Piehl weiterhin: „Auch wie Feuerwehrchef Aschenbrenner auf die Idee kommt, in seiner Behörde gebe es keinen Rassismus, erscheint uns fragwürdig. Nicht nur, dass sein Vorgänger Klaus Schäfer aufgrund seiner Kontakte zu den Dortmunder Neonazis seinen Posten als Leiter des städtischen Instituts für Feuerwehr- und Rettungstechnologie verloren hat. Rassismus ist ein gesamtgesellschaftliches Phänomen. Ihn gibt es nicht nur in der extremen Rechten und auch nicht nur in angeblich „bildungsfernen Schichten“. Wer behauptet, in der sogenannten „Mitte der Gesellschaft“ und den staatlichen Behörden gebe es keinen Rassismus, der verschließt seine Augen vor jeglichen empirischen Untersuchungen zu diesem Thema.“

Das Dortmunder Antifabündnis schließt sich dem geäußerten Verdacht der Freunde und Angehörigen Ousman Seys an. Wir fordern eine lückenlose Aufklärung der Todesumstände, auch wenn dies vor dem Hintergrund des institutionellen Rassismus der Behörden unwahrscheinlich ist.

Wir fragen:

• Wie kann ein Mensch, der offensichtlich ärztliche Hilfe benötigt, in Handschellen(!) in Polizeigewahrsam genommen werden?
• Warum haben die Sanitäter trotz offensichtlich drohendem Herzinfarkt keine Anstalten unternommen, Ousman Sey in ärztliche Behandlung zu bringen?
• Wie kann es sein, dass Polizei und Presse, trotz der offensichtlich lebensbedrohlichen Umstände, in denen sich Ousman befand, ihn als ‘Randalierer’ und Täter pathologisieren?
• Wäre der Polizeipräsident Norbert Wesseler, der bestreitet, dass sich hier um rassistisch motivierte Unterlassung von Hilfe handle, auch erst in Polizeigewahrsam gekommen, wenn er den Rettungsdienst wegen Herzrasens kontaktiert hätte? Bliebe er ruhig sitzen, wenn er Todesangst litt und ihm Hilfe verwehrt blieb?

Außerdem weisen wir auf eine Mahnwache für Ousman Sey hin, die die Initiative Christy Schwundeck für den kommenden Dienstag, 17.07. in Frankfurt am Main angemeldet hat. (link)

In the morning of the 7th July 2012 Ousman Sey, a 45-year-old of Gambian origin, died in police custody in Dortmund. The Dortmund Antifascist Alliance (Dortmunder Antifa-Bündnis) criticizes the way how this case is treated by local police authorities.

Before being taken into police custody, Sey called an ambulance twice, as he was not feeling well. After the paramedics arrived at his flat for the first time, they diagnosed palpitations – but noted that there was no need for him to be taken to a hospital. After calling an ambulance for the second time half an hour later, Ousman Sey was suffering from convulsions by now, according to his brother who was also present. It is said, that at the same time he started vandalizing in the flat. Therefore police forces arrived at Ousman Seys flat simultaneously with the paramedics. They attested for the second time, that there was no need for Sey to be taken to a hospital and an examination by the police physician in custody would be enough.

After arriving in police custody, Ousman Sey collapsed and died of breathing arrest. Relatives and friends of Sey uttered the suspicion in a local newspaper that the police and the paramedics did not render assistance due to racist motives.
As expected, the heads of both Dortmund police department and the ambulance an fire department, Norbert Wesseler and Dirk Aschenbrenner, strongly repudiated those allegations. Racism would neither have a place in an ambulance of the fire department nor in the police and racism by no means would have any influence on the action of paramedics and police forces.

„If the non-assistance happened due to incompetence or racist motives – the reactions were entirely wrong“, said Hannah Piehl, spokesperson of Dortmund Antifascist Alliance (Dortmunder Antifa-Bündnis). „It has to be clarified what made police and paramedics do which cost a man’s life.“

„The statement, ‘there would be no racism in the police an ambulance and fire department’, can only be seen as protective statement“, Hannah Piehl declared. „German police officers act racist on a daily basis. The practice of so called „racial profiling“ puts black people in the focus of police controls every day. This way black people in Germany experience recurring institutional discrimination. That is not just ‘inconvenient’ for the victims of those controls but also falsifies the statistics of criminality to the disadvantage of the more often controlled group of black people. Furthermore the case of Oury Jalloh who died in police custody in Dessau in 2005 is a well-known example for the deadly racism of German police authorities.“

Regarding the paramedic and fire department, Hannah Piehl said: „It seems questionable to us, how chief of fire department Aschenbrenner gets the idea there would be no racism under his authority. Not just that his predecessor lost his job as chief of the local „Institue for Firefighter- and Rescue-Technology“ for the discovery of his good contacts to a local neonazi group calling themselves „Autonomous Nationalists“. Racism is found in all corners of society. It does not only exist in the far right or amongst „uneducated“ people. Who denies that racism exists in „the middle of society“, closes their eyes to all empirical data concerning this topic.“

The Dortmund Antifascist Alliance (Dortmunder Antifa-Bündnis) associates itself with the suspicion expressed by the relatives and friends of Ousman Sey. We demand the total clarification of the circumstances of the death of Sey, knowing that the official explanation is unlikely due to the institutional racism of the authorities.

We ask:

- How can a man, obviously needing medical aid, be taken into police custody in handcuffs?
- Why did the paramedics not take Ousman Sey to a hospital, despite the obvious signs of a probable cardiac infarction?
- How can police and local press criminalize and pathologize Ousman Sey as a „vandal“ and offender?
- Would chief of police Norbert Wesseler also be taken into police custody when he had contacted an ambulance for the second time because of having palpitations? Would he calmly remain seated if he were in fear of death and denied medical aid?
